Why do you deserve a warp?: It is my first city, it is the map's first underwater city, it was very hard to build, I think people would like it, and I think it is pretty well built.

If your warp will be for a town, how developed is the skeleton of the town? Is it ready to be inhabited?: It is Finished with maybe a few tweaks here and there if I notice anything wrong, Also, it is ready to be inhabited.

Well, my city was ready to be inhabited... Until sea came along. It will be ready to be inhabited shortly.
