Why do you deserve a portal?: I'm building a town with a bailey in the distance

If your portal will be for a town, how developed is the skeleton of the town? Is it ready to be inhabited?: The bailey is completed, some small roads are laid, some land clearance has commenced, and an apartment building with pretty spacious rooms is already completed (9 rooms left right now.) I just signed in my first denizen today.

The town will eventually house plots for houses, farms, shops, and anything else I may consider.
