You cannot, nor can you apply for Artisan. But after 4 or 5 months you will get it.

Also, your 'Why do you deserve veteran' part was very confusing. I'm assuming you're foreign? Just try to keep you're verbs after you're subject, otherwise it looks like Latin... Oh god.... Not latin....*Shudder*
