Why do you deserve a warp?: The whole reason I(and friends) made a town was to help people, we have food,enchantment table and a bunch of other contraptions are being made! A lot of newbies need a start and my friends and i are very generous when it comes to help!

If your warp will be for a town, how developed is the skeleton of the town? Is it ready to be inhabited?: It is very developed, we may fix and changes things here and there but we do still have a few things to create to help people!

I think it's great you are applying for a warp!
One thing to note, although I'm not staff, last I checked cobble generators are not allowed (with the exception of SkyBlock) because they can produce a large amount of lag and other problems. 
Sorry if this sounds discouraging since you've only been here a day, but I would recommend removing that particular feature.
Also I recommend you apply for member [Only mods are allowed to see this link]. 
It is a great way to be able to be part of the official community!

1. Cobble generators dont create lag unless they are powered by a redstone clock
2.Can we try and stay on topic please :P Member applications have nothing to do with warp apps
