Rep system disabled! Empty Rep system disabled!

FYI, the reputation system has been disabled, permenantly.  Apparently we have some very irrisponsible players on here that think its ABSOLUTELY FUNNY to down vote post that have no reason to down vote them.  So its gone, forever and ever.  It is never comming back.  Some people just dont know when to grow up.....
