It's from the amazing and hilarious radio series the Hitchhiker's Guide to the Galaxy, by Douglas Adams.
Hoopy is defined as "a really together guy". A frood is defined as "a really amazingly together guy". After discussing the importance of towels, the Guide gives this example of using hoopy frood in a sentence:
"Hey, you sass that hoopy Ford Prefect? There's a frood who really knows where his towel is!"
