im probbaly still on the wrong section, sorry

so i live in a town named bearville, owned by bear588.bear trusts me enogh that in his town rank system,my rank is second to owner.which implies alot of power
earlier this week one of the residents in this town was rollbacked beacuse of possesion of banned items(a lava source)and he lived in a house with pettle17 and 2 or 3 other people.his house is fairly large, but it was ruined by him being rollbacked.
pettle and his other house mates have become inactive(pettle lives in a different area of bearville now)so,its a plot sitting there with no occupants

so today,i ask leagle to delete the house so i can move someone else into it.

he says"os this your house"

i truthfully say no,it belongs to bear

and he says:i need his permission to delete this.

now,ive had similar answers to similar events.and i only wish that the staff would accept that he has given me alot of power and not have to ask bear first.im not trying to speak bad of leagle,he is just following the rules.is there a way that this can change and i dont have to ask bear for permission to do certain things?

If the house belongs to bear588, we need his direct permission. I don't think we're changing that rule anytime soon.

How is this a controversy?

If you don't own the house, you can't touch it.
Get bear's permission.

Problem solved.

If bear is giving you permission then why are you bringing this up.

Just know that if bear tells us that there was a building destroyed, and he didn't want it gone you will be punished in accordance to the rules.
No exceptions.

then there is no concern; if you positive bear has given your such powers you have nothing to worry about. Just tell staff its your town and as owner you would like the given thing done. However, if you do not in fact have such power and bear takes issue with what you have done then thats another story as invert said.
