Why do you deserve a warp?: I think I deserve it because this warp benefits everyone that plays on here.

If your warp will be for a town, how developed is the skeleton of the town? Is it ready to be inhabited?: It is not a town but just a farm warp. However, you may build statues with any of the warp owners' permissions. It's a decent size for a farm and perhaps with giving the ability to warp here, there could possibly be shops.
