Why do you deserve a warp?: I want people without a home to be able to have a safehaven for abosolutely no cost. I also want my warp to become a meeting spot for people of all ranks. Later in the planning is that people will be able to make their own (starter) home in the plains biome nearby.

If your warp will be for a town, how developed is the skeleton of the town? Is it ready to be inhabited?: The warp is ready for people to move in. All the facilities like shops, farms and rooms are done.
