Okay so I don't exactly understand what you want help with, But a picture URL is not something that can be found locally on your computer, If you want to get a pictures URL it must be uploaded to a website such as imgur or using the host option in the tool bar while writing a post. This may not be the answer that you are looking for but if you want help you may specify more exactly what you need help with.

If you want to know how to upload an image from your computer, then click host an image. From there, choose the computer file, and click host it. Then it should come up with a screen with a ton of urls. Copy the one next to 'image', and click upload, then paste it.

Imgur Method:

Go on imgur and click "upload"

click "from your computer"

locate the file, click "open"

click "start upload"

look on the right of the picture you just uploaded, look for the area that says "BBC Code (message boards and forums". Copy that code, and paste it into your forum post.

*If the picture is too big, press "Edit Image" at the top right of the imgur screen. Either crop it down, resize it, or both.
I resize all of my screenshots to have a width of 600px or less. For signatures I try to keep the height under 300px.
Height doesn't matter much when you're puting a thread of screenshots, but anything wider then about 600px or so seems to get cut off.

-----------

There are other sites you can use to hot images, like servimg, puush, gayazo, LightShot (prntscr.com), etc. Process is similar.

If you want to use an image elsewhere online, like facebook or something, keep right clicking and pressing "open image in new tab" until you get the picture by itself in a sea of white nothingness. Copy the text in your address bar, and paste it into your forum post. at the beginning of the text type 'img' inside [ ] brackets without the quotes. at the end, type the same thing but put a '/' inside the [ ] before 'img'.
