Need Computing Algorithm Help!

So for my upcoming project in computing, I am basing it off my parents business as Ice-Skating coaches. One of the aspects in the system I am producing is going to be planning ice-skating routines. So the coach will input the jumps and spins they want in the program, and already stored will be the average amount each jump/spin increases heart rate by. And then, given the length of the program and all these things they want in it, I need to place them in the program in a way that it minimizes heart-rate.

Basically in computing speak:

I have a load of things which increase a variable, when the variable is not doing one of these things it is decreasing slowly, I need to space them out in a way to keep the variable as low as possible, and I need an algorithm

Sounds like something that I can pull off in an excel spreadsheet . I am going to need some variables so I can get it working on it thursday/friday. I will need at rest heart rate, heart rate decline (please specify if its a linear rate or a non linear rate since this will be a major factor of how I will go about it), and three moves with their respective heart rate increase to each. I would make it in a second by second check and my current heart rate decrease failsafe will not be the most accurate (its either accuracy or our little simulation ice skater hearts stops) but it should keep it realistic and a good basic framework to base a routine/exercise on.

I'd like to see how you do it in excel as in guessing the computations would be similar to how I would program it.

Take a rest heart rate of 60 (mine)

Have 3 different increases jump1: +18
Jump2: +36
And a spin: +28

Take a very rough linear decline of 1 beat per second as this value could easily be changed. Heart rate decline is linear for the first minute and there is no way they will be resting for more than a minute in an ice skating routine xD

And make it a 30 second program purely because there are only 3 things in it :P

If you can do this Groove you sir are amazing xD
