Could anyone tell me why it has that weird white layer around it? I used Adobe photoshop elements 9 to make this.

I personally have no idea how to make animations in Adobe® Photoshop Elements™

..I'll spare you a long boring story about the Graphics Interchange Format (.gif) and just give you some advice.
When you make a gif animation, IF you are making a animation with a transparent background, then make sure you use hard edges (pencil tool) to prevent these kind of problems you're have there with your line.

you could also just make the background of your animation the same color as where the animation will be placed. That way you can have some anti aliasing in your animation..

A little example: made the left stroke with the brush and the right stroke with the pencil.
But they look the same because the gif compression will make it only have 1 “transparent” color .
Thats why you get the hard edges.
As for the little text below it, it has some smoother edges (read: anti aliasing), because i gave it a background color and not a transparent background.
